The City of Groveland announced hiring a new finance director and human resources director who start immediately.
John Ter Louw, the new finance director, comes to the city after serving as the budget and financial reporting director at the Georgia Municipal Association, where he oversaw a nearly $32-million budget and developed cash-flow procedures on a $2.5-billion investment portfolio. Prior to serving as the association director, for the 520-municipal member organization, Ter Louw held positions as assistant accounting director, financial analyst and senior accountant. In previous experience, he was a senior accountant at SUNZ Insurance Co. and spent three years working for the Florida Department of Financial Services and the Florida Department of Revenue.
Ter Louw earned his bachelor’s degree in economics at Florida State University and master’s degrees in public administration and business administration at DeVry University. At Groveland, Ter Louw will oversee the city’s $20.3 million budget.
The City’s new human resources director is a familiar name to Lake County residents. Deo Persaud was formerly the chief human resources officer for Lake Emergency Medical Services, where he was responsible for human resources and risk-management functions. Prior to that, he was the human resources operations manager at Marion County and previously served as director of human resources for Monmouth Park and as an instructor at Union County College, both in New Jersey.
Persaud earned a bachelor’s degree in psychology at the College of Staten Island and a bachelor’s degree in business administration and finance at Brooklyn College. He earned his master’s degree in human resource development and public administration at Indiana State University.
Persaud will oversee the human resources department for the City’s 120 employees. Both Persaud and Ter Louw report to the city manager.
