The rezoning to allow the placement of 8 small residential units (cabanas) on approximately a 1/2 acre at the property located at the southwest corner of Montrose St. and West Avenue was considered at the Tuesday, June 28 Clermont City Council meeting. Darren Johnson, a local resident, business owner, and developer, represented the requestor, Victory Coast, LLC.
The Citrus Cabanas
Victory Coast, LLC requested a rezoning from Central Business District (CDB) to Planned Unit Development (PUD) for a 0.515 +/- acre parcel located at the southwest corner of Montrose Street and West Avenue. The property was formerly used as a bed and breakfast, called the Mulberry Inn.

The main building, which was constructed in 1880, has had renovations and upgrades over the years. A PUD zoning was requested in order to place eight (8) small residential units, also known as “cabanas”, on the property to be used for short-term rentals along with using the historic two-story home for short-term rental as well.
The cabanas will range in size from approximately 400 square feet up to 550 square feet. They will consist of one bedroom, a bathroom, a sitting area, and a small kitchen. The units will be self-contained. The historic home consists of three bedrooms and three bathrooms and will not be a bed and breakfast type operation.
Victory Coast, LLC would also like to construct an outdoor seating area and summer kitchen for guests to use. This would be placed adjacent to the historic home and between the cabanas.
A conceptual site plan shows the location of the cabanas, historic home, parking, seating area, and other aspects of the project.
Parking spaces and landscaping were also discussed.
Since the cabanas and the historic home will be used as a short-term rental project, the project is viewed similarly to a hotel. The project will have twelve parking spaces, including one ADA handicap space.
City Staff and the Planning and Zoning Commission have recommended approval, and after discussion, Council approved the project.

The new boutique market will offer a spacious, air-conditioned barn set within a large plaza with umbrella-shaded tables. Airstream food trailers will offer quick bites. The Cider Shack will offer beer, wine, cider, and other beverages. The market will have a variety of fresh produce, meats, cheeses, pastas, and more. Live entertainment and free Wi-Fi will be on-site as well as a self-serve dog wash station named “Dirty Dogs Done Dirt Cheap”
